POSITION SUMMARY

The Finance Manager is a division manager responsible for maintaining all city accounting records. Plans, organizes, and manages the operations and personnel of the accounting division. Performs high-level, complex accounting and financial analysis. Directs and oversees the annual year-end audit and financial reporting. Manages all aspects of the city’s payroll and Accounts Payable functions.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Participates as a member of the department management team. Contributes to the development and implementation of departmental goals, objectives, policies, procedures, and service standards.
  • Completes annual year-end audit from work papers through the annual comprehensive financial reports (ACFR). Coordinates with the independent auditors.
  • Oversees and directs special internal audits.
  • Manages the city’s payroll processes.
  • Represents the Finance Department in citywide and interdepartmental projects including system conversions and implementations, and administrative service group meetings.
  • Administers all aspects of the City’s Accounting system.
  • Maintains financial records for 30 to 40 funds, under two different bases of accounting. Compiles reports on various funds such as General Fund, Proprietary and Internal Services funds, Special Revenue funds, etc.
  • Directs and supervises the investment of City monies within policies and legal guidelines on a daily basis.
  • Approves cash disbursement requests, cash vouchers, journal entries and reviews semi-monthly accounts payable check register.
  • Incorporates new governmental accounting standards in the City’s accounting records and financial reports.
  • Manages Accounting Supervisor who oversees accounts payable and cashiering functions.

Other Duties & Responsibilities

This section is used to describe non-essential duties that may need to be performed by this position but are not required as part of the day-to-day operations of the organization. This section can be maintained or deleted as the agency sees fit.

  • Participates in new debt issuance by providing data for bond offerings and credit rating agencies.
  • Prepares requests for proposals for lease-purchase financing and special contractors.
  • Responsible for managing the financial aspects of the City’s Englewood McLellan Reservoir Foundation. Including financial recordkeeping, reporting, customer invoicing and tax reporting.
  • Serves as Acting Director of Finance when assigned.
  • Works with the Director of Finance on special projects as directed.
  • Attends City Council meetings for finance related matters and in the absence of the Director of Finance.
  • Serves as the finance representative for emergency management responses.
  • Performs other duties as assigned and required.

EDUCATION

  • Bachelor’s degree in Business or related field.
  • Master’s degree from an accredited college or university in accounting, finance, business administration or related field is preferred.

RELATED WORK EXPERIENCE

  • Minimum of five (5) years of experience in governmental accounting; preferred 7 years of experience and 4 years of supervisory experience.

LICENSES, REGISTRATIONS, or CERTIFICATIONS

  • CPA Preferred

An equivalent combination of education and experience may be substituted

KNOWLEDGE, SKILLS & ABILITIES

Knowledge

Advanced knowledge of

  • Governmental Accounting
  • Payroll Tax Rules and Regulations
  • Vendor Tax Rules (1099)
  • ACFR and audit management

Working knowledge of:

  • Supervisory principles and practices
  • Applications software for Windows environment, Microsoft Office preferred

Skills and Abilities

  • Computer Skills – Strong skills needed to generate spreadsheets and to work with databases and accounting software.
  • Communication – Strong customer service skills required maintain working relationships with various departments. Strong communication skills needed to prepare and deliver presentations.
  • Analytical – Strong skills required for problem solving and analyzing financial data.
  • Project Management – Strong skills needed for ensuring department goals are met. Also needed to plan, organize and coordinate the activities of a diverse department.
  • General Management – Strong skills needed for budget management and to develop and administer policies and procedures. Also required to effectively supervise division employees.
  • Mathematical – Strong skills needed for manipulating numbers and working with spreadsheet formulas and calculations.

PHYSICAL EXERTION

☒ Exerting up to 10 pounds of force occasionally (multiple times a week) and/or a negligible amount of force frequently (multiple times a day) or constantly to lift, carry, push, pull or otherwise move objects.

SALARY RANGE

$96,624 – $144,937/Annual Pay Range
